Concessions are contractual arrangements whereby public authorities entrust private operators to provide certain public services or works. The service or work is thus outsourced to the private sector, with the private operator being remunerated by exploiting the specific service or works. Popular examples include the construction and management of toll roads, car parks, marinas, shipyards and other public facilities. This type of public contract is becoming increasingly popular in Malta.
