The Merchant Shipping Directorate within Transport Malta has published the fifth edition of the Commercial Yacht Code (CYC 2025), which entered into force on 1 July 2025. This revised Code replaces the 2020 version and further aligns Malta’s regulatory framework with the latest developments in maritime safety, environmental sustainability, and technological innovation.
The CYC 2025 applies to all commercial yachts carrying no more than 12 passengers and which are ≥ 24m Length Art 2(8), including yachts under and over 500 gross tonnage, as well as special category yachts defined under Section 18, such as high-speed yachts. Yachts currently certified under, or undergoing survey to, the 2020 Code must comply with the CYC 2025 by their first renewal survey after 31 December 2025.
One of the key developments in the updated Code is the clearer definition of navigation notations. The three notations, namely Short Range (within 60 nautical miles), Extended Short Range (up to 150 nautical miles), and Unrestricted Navigation (no limits) are now more precisely regulated, with Extended Short Range formally introduced as a distinct category. This brings with it tailored guidance on technical requirements, equipment, communication systems, and emergency preparedness, better aligning yacht capabilities with their intended operational areas. In line with global decarbonisation efforts, the CYC 2025 also addresses emerging propulsion technologies, including hybrid and fully electric systems, and reinforces pollution prevention measures. Crew welfare remains a central focus of the Code, with updates to reflect the latest Maritime Labour Convention (MLC) standards. These include improved onboard accommodation, working conditions, and facilities, as well as mandatory safety training for non-crew personnel such as security staff or technicians.
