The EU’s 20th sanctions package, adopted on 23 April 2026, was significant as it indicated a shift in approach to restricting Russian energy revenues. Among its most notable features is the revision of the oil price cap framework, which supplements the existing G7-led mechanism that allows the provision of maritime transport and related services for Russian crude oil only where the oil is sold at or below an established price threshold.
The EU has introduced a revised framework which allows a more dynamic methodology for adjusting the cap. This is in line with the EU’s intention to move beyond reliance on price attestations alone by laying the groundwork for broader restrictions on maritime services connected with Russian oil exports. The package was also significant as it expanded measures targeting the so-called “shadow fleet”, introduced increased due diligence obligations in tanker sales, and imposed additional restrictions on entities such as maritime insurers involved in the Russian energy sector.
The importance of the 20th package
At the heart of the 20th package lies the EU’s readiness to introduce, in the future, a maritime services ban on Russian crude oil and petroleum products by implementing a mechanism to assess whether the oil price cap remains viable. As such, the Union viewed the inclusion of this novel legal mechanism as necessary in view of growing concerns regarding the effectiveness of the existing price cap structure. On the strength of data alone, the Centre for Research on Energy and Clean Air’s research suggests that Russia’s fossil fuel export revenues increased to approximately EUR 713 million per day in March 2026, representing the highest monthly revenue level in two years. Revenue derived from seaborne crude oil exports increased by approximately 115% month-on-month, while almost half of Russian seaborne exports were transported by sanctioned shadow fleet tankers.
These figures are notable when considering the various rounds of sanctions and the enhancement of enforcement across the EU. In practice, it suggests that although the price cap may have increased transaction costs and compliance burdens, it has not prevented Russia from generating substantial energy revenues. Rather, Russia has increasingly relied upon shadow fleet operations, alternative financing arrangements and non-Western trading channels to sustain exports. The growth in the number of Russian-flagged vessels and the continued prevalence of deceptive shipping practices indicate that market participants have adapted to the restrictions more quickly than initially anticipated.
The rationale behind the revised framework is straightforward. The original oil price cap aimed to achieve two competing objectives: reducing Russia’s hydrocarbon revenues while avoiding a disruption to global energy supplies. The EU considers the cap mechanism successful insofar as it has constrained Russian export earnings without removing Russian oil entirely from world markets. By coupling a dynamic cap with enhanced maritime enforcement tools, the EU hopes to increase pressure on Russia while preserving market stability. However, in light of ever evolving geopolitical realities sanctioning of Russian oil and a full maritime services ban might be at risk.
Geopolitical Situation
In fact, whether the revised framework and the mechanism for a complete ban on the purchase of Russian oil are viable remains largely open to question in the current geopolitical environment. At the outset, the success of any fuel price cap mechanism will inevitably require a high degree of international coordination among G7 states and other major economies and, crucially, a relatively stable global supply-demand balance. Recent developments with the closure of the Straits of Hormuz demonstrate how quickly geopolitical events can alter political priorities. The escalation of tensions involving Iran and the consequent choke on global oil supply prompted discussions within the EU and G7 regarding the postponement of planned adjustments to the cap mechanism due to concerns that higher oil prices could inadvertently increase Russian revenues or contribute to market instability.
This highlights an institutional weakness in the price cap regime. In short, when energy markets are adequately supplied, governments can afford to prioritize sanctions objectives. However, during periods of supply disruption or geopolitical crisis, energy security considerations tend to come to the forefront of political decisions.
This is best exemplified by the United States of America’s decision to relax or recalibrate restrictions when faced with the prospect of significant shortages or sharp increases in energy prices. The temporary US waivers granted for Russian oil cargoes during the Iran-related energy crisis underscore the extent to which geopolitical shocks and supply-security concerns may compel coalition partners to relax sanctions measures in order to stabilise global energy markets. In such circumstances, the political willingness to maintain a stringent cap may weaken, particularly where domestic economic considerations become more pressing than broader foreign policy goals.
Ultimately, the revised EU oil price cap framework is likely to remain a useful tool for reducing Russian revenues and increasing the cost of circumvention, particularly when combined with measures targeting the shadow fleet and maritime service providers.
Nevertheless, it may be argued that the EU Russian oil price cap’s long-term effectiveness will depend less on the sophistication of the legal framework and perhaps more on sustained political cohesion among coalition partners such as the US and other G7 members, particularly during periods of geopolitical turbulence. The current international landscape demonstrates that sanctions policy operates within the broader realities of global energy markets. The continued success of the Russian price cap is inevitably tied to the ability to ensure all major Western States retain the same objectives in this regard.
